Resources for Communities

  • Maryland Code, Alcoholic Beverages Article – these 1,685 pages are available as a pdf (searchable; 2023)
  • Baltimore City’s BLLC Rules & Regulations (2024)
  • The Liquor Board’s website – llb.baltimorecity.gov – contains information including hearing schedules, notices of transfers, information packets
  • BLLC has a Community Liason who is available for liquor licensing and enforcement information that is not legal in nature (their community visits can include a prepared presentation on the BLLC processes)
  • charmtvbaltimore.com contains recorded liquor board hearings (also see this online recordings archive).

In line with our nonprofit mission, CLC legal representation of community associations is free of charge or low-cost, after a case application fee.
Note that documentation for the application may take time for your association to gather, and we are typically unable to process expedited requests.

  • WORKSHOP

We give at least one workshop each year on legal options for liquor license related issues. Follow us on social media to stay informed; or consider applying for a custom workshop.

Tips for the Community:

  1. Communicate your concerns with the establishment or applicant;
  2. Consider conditions (concrete limitations and promises) that you would want in an MOU; and
  3. Keep records of everything (making 311 calls for violations as appropriate also).

These three steps will serve you well, no matter what your next step may be (whether initiating a hearing, preparing for an already-scheduled hearing, or simply working through issues directly with the establishment).
